昆山杜克大学是由美国杜克大学及其中方合作伙伴武汉大学和昆山市政府共建的中外合作大学,是位于江苏省昆山市的私立中国大学。现正招聘“研究支持总监”一职,作为领导团队的一员来负责建立“研究支持办公室”,为昆山杜克大学的教师和科研人员提供有效的研究支持和管理工作。
职位概述:
首任总监将建立昆山杜克大学的研究支持职能部门、决定今后的人员配备需要、按照学校的人事政策招聘并管理本部门员工、建立部门政策和工作流程并带领昆山杜克大学的研究支持办公室团队与教师和员工以及美国杜克大学的对口部门协调工作。总监将负责搜寻科研资金募集的机会、撰写建议书、接收资金、合同谈判、科研政策的建立和实施以及行政管理工作。总监是所有与昆山杜克大学教师及科研团队有科研资助关系的外部政府及非政府机构的主要联络人,并与美国杜克大学的对口部门协调工作。在昆山杜克大学发展的初期阶段,首任总监必须能够负责所有上述相关工作职能。

昆山杜克大学常务副校长或财务与管理高级总监,并与美国杜克大学负责科研的副教务长及其他领导广泛协作。
主要职责:
总监全面负责昆山杜克大学科研方面的各项行政管理工作,是研究支持办公室的最高负责人,按照昆山杜克大学的财务及人事政策进行管理。这些职责包括(尤其是在学校的初期发展阶段):与美国杜克大学、武汉大学、昆山市政府以及其它中国顶尖大学的同事和相关对口部门保持经常的联络和互动,因昆山杜克大学的教师团队将与他们有各种科研合作关系,另外还要与各级政府部门以及非政府组织保持互动,推广昆山杜克大学的科研事业,并与提供科研资金支持的相关部门和机构培养良好的关系。
研究政策、管理与合规
• 作为昆山杜克大学科研行政管理的联络人,代表学校与政府及非政府机构沟通协作,并在学校内部教师及员工会议中代表昆山杜克大学研究支持办公室。
• 负责起草研究支持办公室的标准运营流程、战略实施并维护系统和流程以确保学校按照科研资金提供方(尤其是政府部门)的法规和要求来执行。
• 与昆山杜克大学的其他相关同事协作探讨、开发并实施科研管理政策和流程,比如关于人类实验主体的保护、实验动物权利保障、危险材料管理、专业守则等等。
• 与昆山杜克大学的财务管理团队紧密合作,确保采用恰当的会计系统与流程,并协助受资助科研项目的会计报告工作。
• 监督受资助科研项目的定期活动报告的准备工作,并提交给学校高级领导团队审阅。
• 监督培训项目及研讨会的开发和执行工作,以便教师、科研人员及员工能够深入了解昆山杜克大学以及科研赞助机构的政策和流程。
研究支持办公室的运营范畴:
该职位直接负责监督及执行以下(但不限于以下)活动:
建议书的起草和审阅(科研资金接收前管理)
• 协助科研人员搜寻科研资助机会并了解建议书的起草要求
• 通过以下方式与资金提供方和教师团队的沟通来协调重要科研资金赞助项目建议书的撰写:
o 组织安排内部专家评审团进行技术审阅
o 咨询财务部门并根据资金赞助方的要求进行预算准备
o 就建议书的提交与资金提供方进行联络工作
• 充分审阅建议书的内容和提交工作,确保符合昆山杜克大学的政策以及资金赞助方对建议书的相关要求和政策,寻求必要的内部审批。
科研资金审阅和处理
• 全面监督资金处理流程的各个方面,包括审阅文件的准确性、合同谈判、并确保符合相关法规和政策。
• 就科研资金相关文件与负责资金接收后的财务管理工作的团队进行准确而有效的沟通。
资金接收后的职责
• 监督资金接收后的各项处理流程,因有些流程可能需要得到资金赞助方的事先批准
• 与财务总监办公室协作,确保要求提供的财务报告按时提交。
• 代表昆山杜克大学教师、研究人员和员工就项目建议书和资金信息与资金赞助方进行联络和沟通。
完成上述职责之外的特定相关工作。
最低背景要求:
具有硕士或以上学位,最好是工商管理硕士或者法学博士学位。至少五年的科研资金管理经验,最好具有2-3年的副总监级别的工作经验。对中国科研环境有深入的了解,包括法规环境以及科研资金的募集机会。最好拥有在美国研究型大学的行政管理经验并了解美国科研资金赞助机构的相关要求。对科研资金的募集流程有着深入了解,并对各种科研资金赞助机会、赞助机构的要求以及项目建议书的撰写具有一定的了解。要求流利程度的中文和英文能力。

Director of Research Support
Duke Kunshan University
Duke Kunshan University (DKU) is a joint-venture university created by Duke University in USA and its Chinese partners Kunshan Municipal Government and Wuhan University. It is a private Chinese university located in Kunshan, Jiangsu Province. We are seeking Director of Research Support to join the DKU administration to build and establish the Research Support Office from the ground up, in order to provide effective research support and administration for DKU faculty and researchers.
Occupational Summary:
The Director supervises and coordinates the activities of the Office of Research Support (ORS). . He or she manages and directs ORS staff members on issues regarding funding opportunity identification, proposal development, award acceptance, contract negotiations, research policy development and implementation, and administrative management. The Director is the point of contact for all external governmental and non-governmental entities engaging DKU faculty to fund specific sponsored projects at DKU.

Executive Vice Chancellor or Senior Director of Finance and Administration, DKU
ESSENTIAL DUTIES
The Director manages all administrative aspects of the DKU research endeavor and has the ultimate responsibility for the operations and administration of the ORS including managing the ORS in accordance with DKU fiscal and human resource policies. These duties will involve, especially at the early stage of the office operation, regular contact with peers and counterparts at Duke University, Wuhan University, Kunshan Municipal Government, and other leading Chinese universities that the DKU faculty collaborate with. The duties also involve regular interactions with representatives from local, provincial and national government agencies and non-governmental organizations to promote the research interests of DKU and to cultivate relationships with funding agencies.
Research Policy, Administration and Regulatory Compliance
• Acts as the point of contact for research administration at DKU, representing the University with both governmental and non-governmental entities as well as represents ORS as necessary at internal meetings and conferences with faculty and staff.
• Leads staff in the Development of standard operating procedures for ORS, implements strategies and maintains systems and procedures to ensure University compliance with sponsor's regulations and requirements, particularly those of government agencies.
• Collaborates with other central administrative officers as appropriate to research, develop and implement research administration policies and procedures regarding safeguards for human subjects, animal welfare, hazardous materials, professional conduct, etc.
• Works closely with the financial management team at DKU to ensure proper accounting systems and procedures are in place and also assists with financial reporting requirements on sponsored projects.
• Oversees the preparation and dissemination of regular reports on sponsored projects activity for senior administration.
• Oversees the develop and delivery of timely training workshops and seminars in order to keep faculty, researchers, and staff well informed about DKU and sponsoring agencies’ policies and procedures
RESEARCH SUPPORT OFFICE OPERATIONAL SCOPE
This position is directly responsible for administrative oversight and personnel management for the RAO staff whose responsibilities will include but are not necessarily limited to:
Proposal Development and Review (Pre-Award Administration)
• Assist researchers in locating funding opportunities and understanding agency proposal guidelines.
• Coordinate proposal development on major research grants through communication with both sponsor and faculty by:
o Arranging internal expert review panels for technique reviews,
o Consulting the financial office for budget preparation according to sponsor requirements, and
o Liaising with the sponsor about the proposal submission.
• Review all aspects of proposal submission for compliance with DKU policy and agency proposal guidelines and policy, seeking appropriate internal approvals when necessary.
Award Review and Processing
• Oversee all aspects of the award process including reviewing documents for accuracy, negotiating contracts, and ensuring departmental compliance with regulations and policies.
• Communicates award documents to the Post Award financial group accurately and efficiently.
Post-Award Assignments
• Oversees various post award processing that may require the prior approval of the sponsor.
• Coordinates with the Comptroller’s Office to ensure that any required financial reports are submitted in a timely manner.
• Acts as the liaison between DKU and sponsoring agencies representing the DKU faculty, researchers and staff regarding proposal and award information.
Perform other related duties incidental to the work described herein.
Minimum Qualifications
Candidate should possess master’s degree, with MBA or JD preferred. He or she should have at least 5 years of grants administration experience preferably with increasing levels of responsibility and 2 to 3 years of experience at the associate director level. The candidate should have a fundamentally deep understanding and appreciation of the structure of Chinese research administration offices and their functions at both the micro and macro levels. The candidate should have a thorough-going knowledge of the pre-award function and have considerable knowledge of funding opportunities, funding agency guidelines, and proposal development. Fluency in Mandarin and English required.
